GUIDELINES AND RULES FOR THE MOSQUE COMMITTEE

TAQWA MOSQUE AND MADRASSA COMMITTEE. 


SECTION 1: NAME AND ADDRESS

The name of this committee shall be THE TAQWA MOSQUE AND MADRASSA COMMITTEE. Its address is [P.O. Box 2168-50100 KAKAMEGA,KENYA


SECTION 2: DEFINITIONS

These provisions are made under the rules of the Mosque and Madrassa. The following words shall have the corresponding meanings when used in these rules:

  • Book means the Book of God (the Qur'an).
  • Mosque means the place of Islamic worship.
  • Madrassa means the religious school / Islamic educational institution.
  • Committee means the members elected to manage mosque and madrassa affairs.

 All Muslims refers to members / the mosque community.

SECTION 3: DUTIES / RESPONSIBILITIES

The committee is responsible for managing the assets and activities of the mosque and madrassa. Its duties include:

i) Overseeing the mosque and madrassa activities generally.

ii) Preparing and implementing development plans and mosque projects.

iii) Managing waqf documents and properties and ensuring their use for the benefit of Muslims.

SECTION 4: MEMBERSHIP

Any Muslim residing in the area associated with the mosque may be a member of the mosque / be registered as a member.

SECTION 5: MANAGEMENT / COMMITTEE ROLES

The management committee shall be formed by election/selection of members. Positions on the committee include:

1. Chairman

2. Vice Chairman

3. Secretary (and Assistant Secretary)

4. Treasurer (and Assistant Treasurer)

5. Madrassa Secretary / Head Teacher

6. Executive / Executive Officer (possibly the Imam)

7. Committee members (e.g., 4 members)

8. Mosque Imam and his muezzin

9. Teachers


SECTION 6: DUTIES OF THE MEMBERS OF THE MOSQUE COMMITTEE

The roles and responsibilities of the TAQWA MOSQUE AND MADRASSA COMMITTEE shall be as follows:

1. To manage and plan the development of the Mosque in general, including its projects and waqf properties.

2. To oversee and implement development projects of the Mosque and the management of waqf projects.

3. To supervise financial records and provide annual financial reports.

4. To maintain discipline and ensure that the discipline of the mosque, worshippers, and the wider community is upheld.

5. To coordinate all matters related to the Taqwa Mosque and Madrassa.

6. To regulate the general affairs of the Mosque and provide guidance to the worshippers at large.

7. To address all matters concerning the politics and development of the Taqwa Mosque and Madrassa.

8. To collaborate with legal entities and community groups such as institutions and other organizations.

9. To maintain unity among worshippers and cooperate with the mosque community in all matters concerning religion and social development.

10. To convene ordinary committee meetings every three months, and emergency meetings whenever necessary.

11. To promote unity of the mosque community, ensure the welfare of the community, and advance all services relating to worshippers.

12. To oversee the collection of contributions and financial aid, ensuring that all funds collected are used for their intended purposes.

13. To administer and manage the assets and resources of the Mosque, including land, buildings, and other properties.

14. To monitor all activities concerning the development of the Mosque, ensuring that all mosque-related matters are properly followed up.

15. To prepare financial reports and present them with explanations during members’ and worshippers’ meetings.

16. To serve as a link between the Mosque and its worshippers as a whole.

17. To safeguard all Mosque properties and ensure they are protected and properly utilized.

18. To administer the general assets of the Mosque and ensure that all mosque projects are accomplished for the welfare of worshippers.

19. To monitor mosque projects and advise the Committee on all matters related to projects and development.

20. To ensure that the operations of the Mosque and its activities are monitored and regulated according to the mosque’s laws.

21. To manage waqf properties and ensure they are used properly for the benefit of worshippers and the Mosque.



CLAUSE 7 WELFARE COMMITTEE (ANSAAB)

The purpose of forming this committee is to handle important welfare matters for the community.

a) To collect charity from the wealthy, donors, and benefactors to support the interests of the poor, the needy, orphans, and widows.

b)To receive and collect Zakat from the wealthy and the general community of the Area of Amalenba and its surroundings.

c)To distribute the collected Zakat according to the provisions of clause 7(a).

d)To open and operate a bank account to store the funds for supporting those mentioned in clause 7(a).

e)To plan other strategies/projects for developing its financial base.

f)To educate the community about the quality and importance of intending charity for the poor.

g)To properly maintain records of its activities.

CLAUSE 8 EDUCATION COMMITTEE

This committee will oversee primary schools and madrassas operating under the umbrella of the area committee. It will be responsible for carrying out the following:-

a) To establish, encourage, and promote secular and religious education for the residents of the Area of Amalenba and its suburbs.

b)To ensure that all students who have reached the age for attending school do attend the madrassa.

c)To collect fees from the parents of students to finance the educational activities mentioned in clause 8(a) and to submit them to the treasurer of the area committee.

d)To maintain records of its activities.

CLAUSE 9 DUTIES OF COMMITTEE MEMBERS

a) CHAIRPERSON

i) The Chairperson shall chair the meetings of the area committee and the general public meetings, unless absent due to reasons such as illness.

ii)The Chairperson shall be the overall supervisor and coordinator of the area committee.

iii)The Chairperson shall witness and authorize all financial activities of the area committee.

b) VICE CHAIRPERSON

i) Shall assist the Chairperson in all activities and matters concerning the area committee as directed by the Chairperson.

ii)Shall perform all the duties of the Chairperson in his/her absence.

C) SECRETARY/CLERK

i) The Secretary shall perform all communication tasks of the area committee as directed by the committee.

ii)The Secretary shall issue notices for meetings of the area committee and all general public meetings.

SECRETARY

The Secretary shall be responsible for all records of meetings, this constitution under clause (i), and other records of the area committee such as minutes, letters, and reports.

The Secretary shall be responsible for and sign this constitution and the committee's documents and letters.


VICE SECRETARY


The Vice Secretary shall perform all the duties of the Secretary in his/her absence.

EXECUTIVE SECRETARY

The Executive Secretary shall coordinate committee members and the community of Muslims by delivering and distributing invitation letters for meetings and important committee letters for meetings.

TREASURER

The Treasurer shall receive and hold, subject to the directives of the main committee, all funds of the area committee and issue receipts for funds received by him and keep records of all funds disbursed by him.

He is responsible for and properly safeguards the treasury/cash box of money received and disbursed by the area committee and presents its records for auditing.

He shall prepare and submit a financial statement to be presented to the area committee and all members.

He shall sign all financial activities of the area committee.

He is responsible for the Mosque's timing.



COMMITTEE MEMBERS

Committee members shall assist the main officials such as the Chairperson, Secretary, and Treasurer in implementing the matters of the area committee as directed by the committee.

Committee members shall be appointed to lead various committees and work such as education(primary school and madrassa), amending the bylaws of the area committee.

They shall be involved in the discussions and deliberations of the committee and the area meetings.


IMAM'S ROLE

The community of Muslims chooses an Imam who performs the following duties:

The Imam shall lead all prayers unless due to illness or other specific emergencies.

If the Imam is absent,his duty shall be performed by his deputy and if both are absent, the Imam shall appoint someone to hold that position, especially the madrassa teachers.

The Imam shall supervise all announcements in the mosque unless he permits another person.

Anyone who has a matter to announce must inform the Imam early so that the Imam can announce or permit the announcement after registering in the announcements book which will be kept by the Imam.The Imam shall cut short any announcements that could cause discord among the community of Muslims.
